Maine is also a leader in regulating solar at end of life. In 2021 the state began requiring that all ground-mounted solar projects using 3 or more acres of land file a decommissioning plan. In 2023, Maine updated these requirements so that decommissioning plans must now provide for the recycling of solar systems “including, but not limited to, the solar panels” and that solar projects must use an authorized facility for solar panel recycling (see 35-A MRS §3491 for details).
